Commune Prevention Committees / Communes

In 2006 -2008 DWF is working with 14 communes in Thua Thien Hué Province, divided into two commune networks, where communes with previous experience (“Parent” commune) of working with DWF on disaster risk reduction help new communes (“Baby” communes) develop their DRR action plans.

The South Thua Thien Hué Network: Thuy Thanh (P), Phu Da (P), Vinh Phu (B), Vinh Thai (B), Vinh Hai (P), Vinh Hien (B), Loc tri (B).

In each commune, the Damage Prevention Committee (CDPC), established with support from DW, is broadly representative of the commune. DW works with the CDPC to provide assistance to the beneficiary family groups undertaking strengthening, for example in the management of subsidies and credit. They have also played a key role in the beneficiary selection process, and in organising animation activities. As of 2005 the CDPC works with the population to establish the Commune Damage Prevention Action plan.
picThe CDPC and its members are active in helping organise shows and other animation events that take place in each commune, they select which project activities they would like to take part in, and make suggestions about communication media they think will work well.
Each commune chooses the public buildings it would like to have reinforced as part of the project, and proposes how much contribution the commune can make in partnership with DW.

DW provides training to the Commune Committees, during monthly meetings and in specific training workshops, for example, for builders and local leaders.

Commune Damage Prevention Action Plan

As in the previous phase of the project, in this phase of the programme, DW will continue to support its partner Communes in defining and implementing their own Commune Damage Prevention Action Plan. Meetings in the communes with the population explore the risks perceived by families, family groups and village leaders. Apart from the programme for house strengthening, a wide range of ideas for disaster reduction and prevention are being put forward.
Once finalised an agreement is be drawn up with each commune and a budget allocated for the activities. However, the scope of the commune damage prevention action plan goes beyond a one year programme, defining a longer term damage prevention strategy and with an action plan and associated responsibilities.

In selected communes, DW undertakes community level risk mapping, developing this as a tool to help people see where the risks lie and what can be done.
