Project aims and actions

The aim of the DWF Dipecho project

To reduce material and economic vulnerability of families and communities caused by natural disasters in central Viet Nam.

Specific actions

The 2006 -2008 programme includes:

At Commune Level:

 A "Communes Prevention Network Board" representing 5 experienced communes, plans & monitors Disaster Prevention programmes in 14 communes of Thua Thien Hue Province. The Network enhances the opportunity for the communes toe share their experience with other provinces and decision makers.
The Five experienced CPNB communes guide less experienced communes (3) and communes new to the programme (6) communes in their DP programmes.
Disaster Prevention Action Plan prepared by each Commune Damage Prevention Committee, in eight communes
Activities planned and prepared by Commune Damage Prevention Committee in the less experienced communes (6) Communes
Disaster Prevention Action Plans put into practice
Village & commune level animation activities raise awareness of need for preventive action
Preventive strengthening features integrated into existing house and temporary house programmes.

Risk mitigation work on infrastructures, small public buildings

Builders trained in safe construction skills and affiliated into a safe construction network
“Prevention starts at school” Programme developed in school

At District and Provincial Level

District and province implicated in present and future project strategy and phase development that reflects community reality and experience
Provincial “Inform & Warn” PCFSC* disaster prevention exchange website operating
Risk mapping & disaster responsive design tools and skills programme developed with University and architects association

At National & Regional level

Promote project strategy in national forum on CBDRM practice & participate in CBDRM advocacy network  
Promote awareness and exchange with "Disaster prevention bus tour"
Feasibility study / DP community solidarity and insurance fund

Disaster and vulnerability reduction ‘communicate for awareness’ network in Indochina including sponsoring the first “Community art and animation for Disaster Reduction” festival in Hué in 2007, inviting participation of animators, artists and theatre troupes from vulnerable communities from Cambodia, Vietnam and Laos.
