Local Partnerships Family Groups & Commune Damage Prevention Committees

Family Groups
DW makes the development of 'family prevention groups' and through these the 'responsabilisation' of families in hamlets within each commune a central part of its programme approach. The aim of the ‘family group’ is to generate local mutual support and a decision making capacity, including but not exclusively in the following areas:

  • local strengthening priorities,
  • needs and actions within the group,
  • who specifically should benefit from support and in what order,
  • the provision of help over questions of strengthening grants, and if available, credit and repayments,
  • the provision of help in strengthening houses,
  • advice to families in decisions about whom to employ (if anybody) in undertaking strengthening,
  • the exchange of information and experience within the community,
  • the dissemination of information about the importance of undertaking preventive strengthening).

This micro capacity is matched at the commune level where DWF works through the Commune Damage Prevention Committees (CDPC) which are established by DW in collaboration with the People’s Committee of each commune. These will progressively replace the role played by the project in undertaking a variety of support and animation activities. An important aspect of the present project is to make the decision making process about beneficiary participation a more democratic process that stems from family group involvement.

Beneficiary selection is done through a review of the most needy and vulnerable families (based on poverty, family composition and the degree of vulnerability of houses) using criteria provided by DWF and the CDPC. Click on the organisation chart below to enlarge it in .pdf format
