European Commission Humanitarian Office (ECHO) and its disaster prevention programme, DIPECHO

Assisting victims of humanitarian crises

The European Union is the world’s largest provider of financing for humanitarian aid operations. Altogether, the European Commission in Brussels and the governments of the 25 Member State pay for more than 50% of the assistance that comes from official channels. The European Commission itself is responsible for managing almost half of this aid. In 2005, the Commission provided €652 million for humanitarian projects in more than 60 countries, funding relief to millions of victims of disasters outside the European Union.

Within the Commission, operations are masterminded by the Humanitarian Aid department (ECHO) which comes under the responsibility of Commissioner Louis Michel. Operations include assessment of humanitarian needs in disaster areas, appropriate allocation of funds for goods and services such as food, shelter, medical provisions, water supplies, sanitation or emergency repairs and evaluation of the impact of the aid provided. Disaster preparedness and risk reduction projects in regions prone to natural catastrophes are also among the life saving activities financed through ECHO.

Aid is channelled impartially to the affected populations, regardless of their race, ethnic group, religion, gender, age, nationality or political affiliation, through our operational partners. The partners include around 180 European NGOs United Nations agencies and the Red Cross ‘family’.

The CDC is based in Hué, Thua Thien Hué Province, and works in the field of civil and industrial construction projects, on programmes of urban planning and development, and on the restoration of heritage sites.
The Company is experienced in the development of projects, site assessment and surveys, in the preparation of design and tender documents, in the execution of construction programmes, and in site management and monitoring.
The Company undertakes research and testing programmes on subjects of specific interest to Thua Thien Hué Province and as determined by specialist laboratories. In restoration projects the Company pays particular attention to interior and exterior finishes and artistic quality.
The Company also works on projects for the reduction of storm and typhoon damage since 1984, and collaborates with Development Workshop since 1989 in Quang Tri, Quang Binh and Thua Thien Hué Province
The Association of Vietnamese Cities
DW has collaborated with the Association of Cities of Viet Nam, whose aim is to strengthen cooperation, support and linkage between Viet Nam cities, organisations and agencies for the economic, social and cultural development of Viet Nam.

ADPC is a regional centre working towards disaster reduction for safer communities and sustainable development.
Natural Disasters Mitigation Partnership

The NDM partnership is an association made up of voluntary members of Government, Donors and NGOs. The Partnership objective is to mitigate the impact of natural disasters on infrastructure, poverty, livelihood and gender through cooperation, sharing and effective allocation of resources and through priority ranking of interventions. DW is a member of the Disaster Management Working Group.
