The aim of the 2005 DWf - Dipecho project
To develop, demonstrate and support a Family Based Disaster Damage Prevention strategy operated by the Commune Damage Prevention Committees (CDPC) with support at Provincial level
Specific actions
Activities in the communes
Assist communes to define and develop their Damage Prevention Action Plan (DPAP), with activities and budget, with interaction of community members including children in its development.
Assist communes to select and undertake awareness raising animation and communication activities in the commune related to Damage Prevention Action Plan
Help village leaders & family groups democratically select potential beneficiary families who wish to strengthen their home, and assist them in strengthening work (average (minimum) 30 houses per commune).
Train builders and village cadres in storm resistant construction techniques so they can help beneficiary families, and provide a technical resources base in the commune for advice and implementation.
Undertake a participatory needs and awareness raising programme with children in schools for disaster prevention, related to children’s concerns & priorities.
Strengthen or build safe school facilities (and if requested, markets, small health facilities, etc.) that serve as an active demonstration of preventive strengthening; to respond to small infrastructure needs such as bridges and culverts for access to safe areas identified in the action plan (4.9.1) that assure family and child safety and reduced vulnerability
Assist commune to manage allocated budgets (project and local contributions) for the above activities
At Provincial Level
Raise awareness amongst decision makers, institutions and operators in the province about project strategy and engage their participation. Contribute to National and International Disaster Reduction Day activities
To develop cooperation with Provincial Committee for Flood and Storm Control to promote a local exchange network with District and Communes, and develop Commune risk mapping studies with student involvement
Encourage production activities that supply strengthening products (such as roof tiles with fixing holes, metal roof frame brackets) to local markets
Provide technical assistance and programming support in response to demand
At National level
4.9.12. Publicise the actions of the project at sub-national and national levels and generate involvement.
